Obituary

Frances Luckey Tullos, 88, of Raleigh, Mississippi, passed peacefully into the arms of her Lord and Savior on May 8, 2026.

Born on March 8, 1938, to Cullen and Hazel Kennedy, Frances grew up with a deep love for faith, family, and community—values that guided her throughout her life.

Frances spent many cherished years in Laurel, where she became known for her unwavering devotion to the Lord, her gentle spirit, and the kindness she extended to everyone she met. She built lifelong friendships, nurtured her family with steadfast love, and lived each day with gratitude and grace. In the latter portion of her life, she returned to Raleigh, where she continued to live out her faith and love for others with the same quiet strength that defined her.

Her faith in Jesus was the cornerstone of her life, and He was the priority of her existence. She lived out her beliefs with humility, sincerity, and a steadfast trust that shaped every part of her journey.

Her legacy is one of faith, compassion, and quiet strength—gifts she shared freely and leaves behind for all who knew her.

She was a beloved mother, grandmother, and great-grandmother, and her family was the joy of her life.

Frances was preceded in death by her parents, Cullen and Hazel Kennedy, her husband, Rupert Harold Tullos Jr., sisters, Jeanette Bryant, Lucy Mayfield, and Beth Bryant, and brothers, W.C. (Dub) Kennedy Jr. and Bobby Kennedy.

She is survived by her daughter, Anita Stringer (Gail) of Raleigh, her son, Carlton Luckey (Donna) of Madison, and her cherished grandchildren, Shanna Stringer of Raleigh, Stephanie Lott (Rick) of Purvis, and Amber Grace Luckey of Starkville. She also leaves behind one great-grandchild, Gunner Lott of Purvis, who brought her tremendous joy. She is also survived by sisters, Johnnie Tebo of Hattiesburg, Joan Bowen of Raleigh, and Brenda Martin of Raleigh, and brother, Jimmy Kennedy of Magee, as well as numerous nieces and nephews.

Visitation will be held on Wednesday, May 13, 2026, at 10:00 a.m. at Colonial Chapel in Raleigh, with funeral services beginning at 12:00 p.m. Graveside services will follow at North Raleigh Cemetery. Bro. Red Bowen will officiate.

Pallbearers will be Reggie Kennedy, Rick Lott, Gunner Lott, Dooley Sims, Shane Lambert, and Dustin Lambert.

In lieu of flowers, donations may be made to The Marfan Foundation or Gateway Rescue Mission.

Special thanks and heartfelt gratitude should be given both to the administration and staff at The Blake at Flowood, where Frances resided during the last year of her life, as well as the ICU nurses at St. Dominic Hospital for their exceptional compassion and care. The family will be eternally grateful for the overwhelming kindness shown to her.
